Measures for Ensuring Quality

Introduction 1:

Ganson Ltd maintain the technical facilities and have measures for studying, researching and ensuring quality to successfully manage all functions to successfully construct all scales of building projects. Our completed projects to date reinforce the successful use of resources through these facilities. Recent projects include, Scoil Mhuire, Dundalk Grammer School, and St Joseph National School , Hacketstown, Co. Carlow.

We have clearly mapped our design and construction cycle with our quality system, health and safety system and our environmental management system. They proceduralize the details on how to manage our works throughout the our technical facilities. The key facilities such as human resources, business development, estimation, purchasing, subcontractor procurement, finance, accounts, quantity surveying, quality, environmental management, health and safety, project management, contracts management, site engineering, supervision, planning and services co-ordination.

The quality policy, ISO 9001 2008 certificates are appended to this document.

2. Technical Facilities and Measures Used for Studying and Researching Quality

3. Ensuring Quality in the Administration of the Project

The quality management system is BS EN ISO 9001: 2008 accredited by the Certified Quality Systems (CQS) in May 2010. The audit concluded from our inception Ganson Ltd had always focused on the quality of their workmanship allied to a first class backup service. It was concluded that our reputation had grown due to our attention to detail, quality and the overall effectiveness of our management systems.

Quality Objectives and Our Key Performance Indicators (KPIs)

Our quality objective is to at all times ensure that the buildings:

  1. Comply with Specification
  2. Are completed on time
  • Are completed to budget

Performance against these objectives is measured monthly as part of the KPI submission. The KPI’s reported for this project will be:

Quality Planning
Quality plans, environmental plans, and health and safety plans provide the framework that set out the principle objectives of these three disciplines. The Ganson team will generate the quality environmental and health and safety plans which shall be used, compiled with and updated through the duration of the project. The enforcement of all these plans is the responsibility of the entire Ganson team.

The key elements of the quality plan are:
Inspection and test plan: the objective of the inspection and test plan is to ensure that all products and materials meet or exceed the terms of the specification.

Documentation control: Details how all documents are approved, controlled, revised and located on site.

QA/QC structure: Details the quality resources applied to the project.

Roles and Responsibilities: Details each team members role on the project as part of the team and members interaction with the employers representative.

Subcontractor Quality Plans: These are quality plans developed by the subcontractors, bespoke to the individual packages let, detailing how each subcontractor will manage quality on site. These quality plans are aligned to Ganson company quality plan.

It sets a clear structure on how we will apply our quality management system to the project.

4. Ensuring Delivery of a High Quality End Product

Inspection and Testing
Testing of materials and workmanship shall be in accordance the quality checklists and material inspection and test plan. All subcontractors submit their materials and inspection plan and all quality control techniques used to complete their works as part of the subcontractor plan submitted to Ganson for approval. Product conformity certificates and external test results are acceptable from subcontractors. All proving records will be kept for verification in the bespoke quality plan section linking to the inspection and test plan.

Bespoke quality checklists developed throughout the project

Verification of quality is conducted according to the Ganson way, which details quality checks at the different phases of the construction cycle of each project. These checks are integrated into the following phases according to the Ganson way:

  • Project Set-Up
  • Site Development and Structure
  • External Works
  • Handover
  • Feedback
  • Defects Period

At the outset of each project a booklet is prepared for each phase detailing all the process quality checklists.

5. Quality Systems Compliance

Compliance with our quality system will be evaluated through our monthly submission of 7 KPI’s  as previously identified.

Compliance is also assessed through the internal quality reviews, external quality reviews conducted by CQS (Certified Quality Systems), client reviews and management reviews.

Sub-standard performances against any of the above criteria will be immediately addressed.

6. Project Quality Records

Quality records are generated in many forms such as minutes of meetings of contract review meetings, internal team meetings, subcontractor meetings, inspection and test results, product conformity certificates, resolved non-conformance reports etc.

Quality records are prepared and maintained to demonstrate that:

  • Work meets specification
  • Effective operation of the quality management system

A systematic approach is applied to the storage, protection and retrieval of quality records.

The Ganson project file and associated records are to be retained for the agreed period after practical completion.

7. Measures Use to Manage Specialists to Ensure Quality in the Administration of the Project and in the Delivery of a Quality Product

Design Control
Ganson Ltd will establish and maintain procedures to ensure that the design is planned controlled and verified to the specialist requirements .

Design will be performed by the consultants as specified in the contract documents. The design consultants selection will be made on the basis of past performance on similar projects, a functioning Quality Management System, and the ability to meet the contract requirements.

Specialist Assessment and Selection.

Sub-Contractor Database:
Ganson have an extensive pre-selective list of subcontractors who are graded in order of size, quality performance, past performance and rated to job specific ability. As part of all sub-contractors qualification each subcontractor goes through our pre-order process to ensure each sub-contractor is fully compliant with all our contract requirements

Sub-Contractor Procurement:
Each subcontractor is identified, short listed and selected for each package according to the subcontractor procurement schedule instigated at the beginning of a project. The subcontractor procurement procurement schedule is used to plan for the timely request and receipt of tenders for all subcontractor packages; it aids clear visisbility for the lead in of subcontractors into site when required.

Subcontractor Quality Performance:
The specialist subcontractors adhere to there approved works quality plan for the site. These plans are aligned with the Ganson Quality plan. These keys items in these plans are the inspection and test plans , QA/QC organisation for the works and documentation control.

All specialist subcontractors works are inspected as part of the bespoke checklists developed at the outset of each project. Sub-contractors performance on site is monitored and reported at the end of each month in the Key Performance Indicator. This indicator looks at the performance of the sub-contractor based on the performance on health and safety, achievement of milestones, quality of workmanship, contractual conformance and responsiveness to instruction.

Quality Control Product and Material Selection
Ganson Ltd’s strategy for the quality control of this project with regard to product and material selection will start at the very outset of the project, where a materials procurement schedule will be produced by the site team.

All subcontractors are requested at award stage to submit their detailed quality assurance plans for review and approval. These plans are aligned with the Ganson Quality Assurance Plan for each project.
